Borders and oil in the formation of Arab States: 100 years after the Cairo Conference (1921)

On Thursday, November 18, Casa Árabe will be hosting this international seminar about the role of hydrocarbons in shaping states and the delimiting their borders in the Middle East, focusing on Iraq, in particular. Coinciding with the hundredth anniversary of the Cairo Conference (1921), which discussed the drawing of borders and the creation of the new states in the region that would come to be known as the Middle East, Casa Árabe, with the cooperation of the University of Barcelona’s Antoni Capmany Study Center, has organized this seminar on “Borders and oil in the formation of Arab States: 100 years after the Cairo Conference (1921),” the purpose of which is to begin a series of activities and joint work on the past and present of the Arab world’s Political Economy. From a historical perspective, the seminar will perform a political-economic analysis of the time when Iraq was created, and its evolution throughout later years, with a special emphasis on the importance of times after World War One, during the creation of its borders and state, with the objective of integrating the resources of this territory and its economy into the world’s capitalist system and getting its oil to flow within the then-new international oil system.  The seminar will begin with an introductory session given by Aurelia Mañé Estrada, a professor of Economic Policy at the University of Barcelona (UB), and Elvira Sánchez Mateos, a professor in the International Studies Master’s degree program at the same university, on “Borders, mandates and oil in shaping the Middle East,” with the participation of Carmen Rodríguez López, a professor of Arab and Islamic Studies at the Universidad Autónoma de Madrid as a moderator, and Gonzalo Escribano Francés, a professor of Political Economics at the Universidad Nacional de Educación a Distancia (UNED) and the director of the Energy and Climate Change Program at the Real Instituto Elcano, in the comments and first reaction portion of the seminar.  A second session, organized as part of the Aula Árabe Universitaria 3 program, held in collaboration with the Universidad Complutense de Madrid (UCM) bachelor’s degree program in International Relations and the UAM bachelor’s degree program in Philosophy, Politics and Economics, will be devoted in particular to Iraq, featuring a talk by Nida Alahmad, a professor of Middle East Politics and International Relations at the University of Edinburgh, on “State, oil and war in the formation of Iraq,” moderated by Olivia Orozco de la Torre, Casa Árabe’s Training and Economics Coordinator, as well as the participation of Isaías Barreñada Bajo, a professor of International Relations at the UCM, to give the initial comments and reaction. Women’s Economic Empowerment in MENA Countries

2017.28.12. Casa Árabe hosted the presentation of this report published by the OECD, analyzing the impact of legal frameworks on the economic empowerment of women in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia. Casa Árabe the Spanish International Cooperation and Development Agency (AECID) and the Organization for Economic Cooperation and Development (OECD) are presenting the report “The Economic Empowerment of Women in a Selection of MENA Countries: The impact of the legal frameworks on Algeria, Egypt, Jordan, Libya, Morocco and Tunisia,” published last October by the OECD. In the MENA region, women account for more than half of the available labor force. Their level of education is constantly increasing, and they aspire to play a more active role in their countries’ economies. However, rates of women’s participation in the labor market and business remain at some of the lowest levels in the world. The report analyzes how the current legal frameworks in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women in different ways when they take part in economic life, whether as employees or businesspeople. It is based on a comparative analysis of the legislation in these countries. The report acknowledges the important advancements that have taken place in recent years in certain Arab countries, especially after the uprisings of 2011, with the implementation of constitutional and institutional reforms and a strengthening of women’s status. Despite these changes, ensuring enough opportunities for women is still a challenge in the six countries analyzed. The report suggests that the current discriminatory situation is a result of the convergence of a series of factors: the existence of certain still discriminatory laws against women, contradictions between different legal frameworks, a lack of any mechanisms for their implementation and a range of barriers which women face in gaining access to justice. It recommends dealing with these challenges through policies aimed at helping live up to the potential that these women hold within, while promoting inclusive growth, competitiveness and social development. The results of the report will be presented by the report’s strategic director, Carlos Conde, coordinator of the MENA-OECD Governance Program, and Luis Tejada, Director of the AECID. Políticas de la cooperación internacional y el trabajo social del Estado de Qatar

La conferencia, celebrada el 23 de noviembre de 2017 en la sede de Casa Árabe en Madrid, tuvo por objetivo mostrar los esfuerzos del gobierno qatarí en cooperación internacional, cultura de paz y rechazo a la violencia. El acto fue presentado por el director general de Casa Árabe, Pedro Martínez - Avial, y contó con las intervenciones de Tariq Al-Ansari, embajador y director de la Dirección General del Departamento de Cooperación Internacional del Ministerio de Asuntos Exteriores y Amal Al-Mannai, CEO en la Fundación de Qatar para el Trabajo Social. Esta conferencia pretende mostrar los esfuerzos del estado de Qatar el ámbito de la cooperación internacional como parte importante de su política exterior, que inculca la cultura de paz entre las generaciones actuales para preparar a los líderes responsables del futuro en el diálogo y el rechazo a la violencia. Por ello, los líderes del Estado de Qatar han tratado de desempeñar un papel activo para consolidar su posición en el mapa político, de desarrollo y social. Estos esfuerzos se enmarcan dentro de la estrategia de cooperación internacional liderada por el Ministerio de Exteriores de Qatar en el marco de la Visión Nacional de Qatar 2030, que busca impulsar la asociación global en la creación de sociedades seguras y pacíficas dirigidas por instituciones capaces de proteger la estabilidad y servir a las diferentes partes de la sociedad y cuya meta es el cumplimiento de los 17 Objetivos de Desarrollo Sostenible de las Naciones Unidas basados en los principios acordados en la Declaración del Milenio, junto con la responsabilidad social del Estado de Qatar a la ayuda humanitaria. La Fundación para el Trabajo Social de Qatar tiene como ámbito de actuación el trabajo social a nivel local, regional e internacional. Para ello se han diseñado políticas y estrategias para la acción social, para poder así consolidar los logros anteriores, establecer alianzas efectivas, fortalecer los lazos de cooperación y proporcionar puentes de coordinación con los organismos gubernamentales pertinentes, así como con las instituciones públicas y privadas más relevantes a nivel mundial puesto que desean ser el punto de referencia en el ámbito del trabajo social. Seminario "Integración de musulmanes en Europa". Sesión 4 (5/5)

Casa Árabe y la Fundación Konrad Adenauer organizaron el 17 de noviembre de 2017 este seminario, en el que se analizaron los marcos institucionales y experiencias prácticas de distintos países del continente. La cuarta y última sesión llevó por título "Percepción y representación de musulmanes europeos", y contó con la participación de Stefano Allievi, del International Forum for Democracy & Religions; Virtudes Téllez, del Grupo de Estudios sobre las Sociedades Árabes y Musulmanas (GRESAM) y Aurora Ali, de la Plataforma Ciudadana contra la Islamofobia.
