Aula Árabe Universitaria 3.7. State, oil and war in the formation of Iraq

Taking place on November 18 at the Casa Árabe headquarters in Madrid is the seventh conference in the Aula Árabe Universitaria program, given by Professor Nida Alahmad (University of Edinburgh). Over the past few decades, three themes—the state, oil, and war—have shaped both Iraqi politics and Iraqi studies. These themes emerge from Iraq’s modern history and its representation in academia. Academic work on Iraq witnessed a number of shifts that can be traced to two interrelated factors: access to primary source material, and the political context of the time. This lecture will show how the state, oil, and war are interrelated themes rather than definitively bound categories that determine certain effects on Iraq’s political economy. They are markers in historical processes that, since the late nineteenth century, involved the formation of social relations often organized by conceptual categories such as class, sect, nation, and gender. These social relations have constantly informed and constituted one another within particular material and historical contexts. Casa Árabe has organized this conference on “State, oil and war in the formation of Iraq,” given by Nida Alahmad, a professor of Middle East Politics and International Relations at the University of Edinburgh, with the cooperation of the bachelor’s degree program in International Relations at the Universidad Complutense de Madrid (UCM) and the bachelor’s degree program in Philosophy, Politics and Economics at the Universidad Autónoma de Madrid (UAM). The event will be presented by Isaías Barreñada, a professor and the coordinator of the UCM bachelor’s degree program in International Relations. The event will be moderated by Olivia Orozco, Casa Árabe’s Training and Economics Coordinator. Nida Alahmad is a professor of Middle East Politics and International Relations at the University of Edinburgh. Prior to joining this university, she was a Marie Sklodowska-Curie Fellow at Ghent University, a post-doctoral researcher at Georgetown University and a visiting researcher and associate at the European University Institute. She earned her PhD from the New School for Social Research (New York). Some of her most notable recent publications include the chapter titled State, Oil, and War in the Formation of Iraq, in A Critical Political Economy of the Middle East and North Africa, edited by Joel Beinin, Bassam Haddad and Sherene Seikaly (Stanford University Press, 2020). She is currently working on finalizing her book manuscript State Matters: The State, its significance, its matters, and its experts in the case of Iraq. Bachelor’s degree in International Relations (UCM) Research on the role-players, events and processes occurring within international society became detached from other social sciences after the end of World War I. For decades, the development of International Relations that took place in Western countries had no correspondence in Spain due to the isolationism that dominated Spanish foreign policy, the country’s incomplete economic development and the little scientific and cultural openness that characterized the Franco era. However, the establishment of democracy first and the membership in the European Community later achieved Spain’s full participation in an international stage that underwent an intense process of globalization. The bachelor’s degree in International Relations attempts to provide a structured, multidisciplinary and comprehensive higher education to the international specialists increasingly and urgently needed by Spanish society and the rest of Europe. Bachelor’s degree program in Philosophy, Politics and Economics (UAM) This degree program promotes interdisciplinary thinking, viewed not as a series of isolated contents from a wide range of disciplines, but rather as the fostering of an atmosphere for authentic discussion, dialogue and integration of theoretical and empirical approaches which are necessarily complementary for both students and teachers. It provides a view of the social sciences from different perspectives, equipping students with the tools they need to analyze an increasingly global, complex and connected world. It is an inter-university degree with joint instruction by the Universidad Autónoma de Madrid, the Universidad Autónoma de Barcelona, the Universidad Carlos III de Madrid and the Universidad Pompeu Fabra. Feminismos en el mundo árabe

Casa Árabe y la Fundación Tres Culturas organizó una conversación a cuatro voces con Nawal El-Saadawi (Egipto), escritora y militante feminista; Wassyla Tamzali (Argelia), especialista en temas de género; Nieves Paradela (España), profesora de la Universidad Autónoma de Madrid y Eva Lapiedra (España), es profesora de la Universidad de Alicante. La mesa redonda analizó la evolución de los movimientos feministas en el mundo árabe desde las últimas décadas del siglo XX, con especial referencia a los casos de Egipto y Argelia. Se abordará también la situación actual de la lucha por los derechos de las mujeres, tras la evolución de los movimientos sociales y civiles en los últimos cinco años y la compleja situación que viven muchas sociedades árabes actuales.

Programa mauritano de lucha contra la radicalización

Mauritania inaugura un ciclo de presentaciones de los programas nacionales de lucha contra la radicalización y el extremismo en los países árabes. La presentación contó con la presencia de responsables de tres áreas gubernamentales distintas de Mauritania que trabajan en programas para combatir la radicalización, y estuvieron acompañados por el experto español, Fernando Reinares, así como por Ignacio Ybañez, Secretario de Estado de Asuntos Exteriores. Casa Árabe, quiere presentar los programas nacionales árabes desde una perspectiva global, que incluya las dimensiones preventiva, represiva y de reintegración social así como los aspectos nacionales, regionales e internacionales.

¿Por qué Daesh sobrevive militarmente?

Conferencia impartida por Omar Ashour, catedrático de Estudios de Seguridad de la Universidad de Exeter, que estuvo acompañado por Pedro Baños Bajo, analista en Estrategia, Terrorismo e Inteligencia. Karim Hauser, responsable de Gobernanza de Casa Árabe, presentó y moderó el debate. El ascenso de Daesh como organización yihadista dominante no deja de sorprender. Su grado de brutalidad, sus sofisticados métodos de captación de reclutas, su ofensiva propagandística y su capacidad de mutación sobre el terreno forman parte de una estrategia diversificada. Sin embargo, militarmente su fuerza y su poder son proporcionalmente inferiores a los de sus enemigos estatales y no estatales. Pese a ello, en comparación con el régimen talibán, que cayó en una campaña de dos meses llevada a cabo conjuntamente por potencias occidentales y por fuerzas descentralizadas afganas, Daesh ha demostrado ser mucho más resistente. ¿Cómo logra sobrevivir?

Los países árabes vistos en primera persona: Siria, cinco años de conflicto

Tras cinco años de guerra civil en Siria, el alto número de desplazados internos, refugiados y muertos sigue aumentando, así como la destrucción de la infraestructura del país. El propósito de esta conferencia es el de analizar el origen de este conflicto, entender las divisiones entre las distintas facciones políticas y su dimensión religiosa, así como explorar el papel de los actores internacionales involucrados. El director de Casa Árabe, Pedro Villena, presentó el acto, que contó con las intervenciones de Juan Serrat, embajador de España; Julio Albi, embajador de España y Barah Mikaïl, profesor asociado en la Universidad Saint Louis en Madrid y director de la consultora Stractegia.
